Like the AFS (American Field Service) why not have Palestinian Filed Service, in which Palestinian youth from Gaza and the occupied territories are brought to different parts of the world, especially in the Muslim world, for a period of time in the capacity of exchange students with a special status. They are to be taken in in every state and principality of each nation and given places study and adopted by the community.
Priority should be given to orphans and those whose parents have died in the struggle against the Zionist regime.
I suggest each country follow the model of the highly successful programs such as The American Field Service (AFS) or Youth for Understanding (YFU) to design this initiative. Major state corporations, NGOs, private foundations, and individuals committed to find a long-term solution to the "relocation" of the Palestinians, especially the orphans, ought to contribute to the this initiative.
A Palestinian Global village can be established to create a habitat for these displaced people. Universities, local businesses, and local authorities can become partners to the creation of these enclaves.
Another avenue is to have the "host parent" system of housing these children.

while the enclaves as you refer to temporaryily aid the palestinians, It would in no way help them in the short trem in getting their lands back. In addition, it would create animosities and friction among the communities in this country especially the non malays who dont give a rats ass about the palestinians. They will as usual be jumping up and down as usual like a rat in cage asking why such special places are built for the palestinians while they are left to drive their BMWs, make money and live in bungalows. How do we tackle that issue azly? Why are we giving special preference to the palestinians who have nothing a special concern over the rich and exploited "second class" citizens of this country?
Why not every country, regardless muslim or not send voluntary teams like kennedy's peace corps for the same purpose as your global enclave. Then they will see the horrors for themselves and pressure their respective goverments toward a liberated Palestine and dismantling of the zionist regime. A land where muslims and christians and jews can all live in. The zionist are less likely to massacre an international community compared to a comunity of arabs which they consider as less than human, and kosher of being murdered.
